Background
Why two different 30-year numbers
The daily index and the weekly survey are measuring different populations. Optimal Blue reports the average rate on loans actually locked through its pricing engine — real transactions, published the next business day. Freddie Mac's Primary Mortgage Market Survey asks lenders what they are offering a well-qualified borrower putting 20% down, and publishes on Thursdays. In a stable market they sit close together. In a fast-moving one the daily index turns first and the survey can read several days stale by the time it publishes.
What moves the 30-year fixed
Long-term mortgage rates track the 10-year Treasury yield plus a spread that reflects what investors demand to hold mortgage-backed securities instead of government debt. That spread widens when prepayment risk or volatility rises and narrows when demand for MBS is strong. The Federal Reserve's policy rate moves the short end of the curve directly; it reaches 30-year mortgages only indirectly, through expectations. This is why a Fed cut and a mortgage-rate increase can — and regularly do — land on the same afternoon.
Jumbo, FHA and VA pricing
Jumbo loans exceed the conforming limit and cannot be sold to Fannie Mae or Freddie Mac, so they are priced on bank balance sheets and private securitization. Their spread over conforming moves with bank appetite and has at times gone negative. FHA loans carry government insurance, which lets the note rate price below conforming — but the mortgage insurance premium is a separate cost that the note rate does not capture, and on most FHA loans today it runs for the life of the loan. VA loans, guaranteed for eligible service members and veterans, routinely carry the lowest note rate of the group and require no monthly mortgage insurance at all.
Points and the rate you are quoted
Published averages assume a conventional amount of discount points. A borrower who pays an extra point up front — one percent of the loan amount — typically buys the rate down by roughly a quarter point, so two quotes that look far apart may be the same loan priced differently. Compare the annual percentage rate and the total cash required at closing, not the note rate alone.
